Academic Teachers’ Electronic Card (ELSNA)

Legal basis for issuing ELSNA:

  • Pursuant to novelisation of resolutions from 1 October 2020, a new model of the academic teacher’s service card has been in force: Article 122 of the Law on Higher Education and Science (i.e. Journal of Laws 2020.85, with later amendments), Regulation of the Minister of Science and Higher Education of 13 March 2020 on the service card of the academic teacher (Journal of Laws 2020.689).

General information:

  • The new academic teacher’s service card is a plastic processor card with an interface:
  • The service card certifies employment as an academic teacher and on the basis of separate regulations*, gives the right to benefit from 33% discount on journeys with the use of:
    • public collective transport by rail in passenger trains, on the basis of one-off or monthly personal tickets;
    • by public collective bus transport in regular transport, based on monthly personal tickets.
  • *Act of 20 June 1992 on the rights to reduced journeys by means of public collective transport (i.e. Journal of Laws of 2018 item 295). Important! The provisions of the Act do not apply to public city transport.
  • Additional permissions. The academic teacher’s service card is encoded with the ZTM key, which allows to save tickets for public transport in Warsaw, including, among others, the “Varsovian Card”.

Issuing the service card

  • Service cards are issued by the organizational units of ChAT (Faculty of Theology and Faculty of Social Sciences).
  • The service card shall be issued to the academic teacher at his request.
  • The application shall be submitted electronically to the e-mail address of the organizational unit or in person in the organizational unit in which the academic teacher performs his duties.

  1. In order to issue the service card, it is necessary to provide the photo in an electronic form in the USOSweb system, bookmark For all, catalogue  Photo to the cardhas to meet the requirements set out in Annex No. 1, description: Point 4.1 to the Ministry of Science and Higher Education Regulation of 13 March 2020 on the servicel card of the academic teacher (Journal of Laws of 17.04.2020, item 689);

  3. A colorful photo of the holder of the service card with dimensions of at least 20 mm x 25 mm, at a resolution of at least 300 dpi, presenting the image of the person’s face as defined in the Act of 6 August 2010 on ID cards (Journal of Laws of 2020, item 332);
  4. made on a uniform, bright background without shadows and decorative elements;
  5. without borders or marks of the edges of a paper photo, there must be no kinks, fragments of seals, paper clips, punches, and the photo cannot be dirty;
  6. very good sharpness and contrast of the photo should be preserved;
  7. other issues concerning the requirements of the photo provided are governed by separate regulations, e.g. rules for providing photos to the ID card or a passport.

Card issue fee

  • A fee of PLN 15 is charged for issuing a service card or its duplicate.
  • The payments for the card must be made to the bank account.

Title of the transfer: The fee for ELSNA_name and surname

  • The application for a service card shall be accompanied by an acknowledgment of the payment of the fee.

Confirmation of ELSNA validity

  • The validity of the card is confirmed by the organizational units of ChAT (Faculty of Theology and Faculty of Social Sciences) by updating the data in the electronic layout and placement of the hologram in the appropriate field:

1) every year – in the case of an academic teacher employed for an indefinite period;
2) every semester – in the case of an academic teacher employed for a fixed period (the card is valid until 31 March or 31 October of the academic year).

  • The academic teacher is obliged to return the service card in case of termination or expiration of the employment relationship.
